I’d like to suggest a new option; configurable learning speed. Just a base modifier on the final value added to a skill when it is increased, so for example 50% of normal.
Is there any interest for this?
I wish I knew enough c++ to do this myself but I’ve never worked with the language before. The relevant code seems to be in the player::practice function on line 12991 of player.cpp.
Also, how can I donate? The “Support Us” button on the main page seems to be a dead link.

Best way to donate and get configurable learning speed would be to make an issue for it on github and place a bounty: https://github.com/CleverRaven/Cataclysm-DDA/issues

It’s best to back up an issue/feature on github
Or create a new one (keep it reasonable) and back that up.
That way someone is bound to do it, and he will get the bounty for his work.

I'd like to suggest a setting to adjust the learning speed of skills. Either in … the character, world or general settings.
Something as simple as 0.5 means all skills improve half as fast as normal, 2.0 twice as fast and so on. Though an individual setting for each skill would be even better.
The relevant code seems to be in the SkillLevel::train function in skill.cpp.
