Or a better idea, how about, they want you pay road toll, so you can discard you item as debt, or pay the road toll, or you can refuse them and go back or fighting…

that make sense to me, after all, we do need to make NPC more that than robbers.

In all seriousness though, maybe make it so that some of them do as suggested? The real crooks of coarse just try to outright murder you, or something but the highway robbers just want a road tax etc… Probably wait until the NPC factions are setup though.
