Trunks and cargo spaces are not appearing in the install parts menu, and while removing them from existing vehicles you get steel frames intead. So I guess they can’t be crafted?

You probably have something in the space which prohibits installing them.

You make fish trap out of gallon jugs and reload it.
Then you need to find an area with fish. You set up the trap and in x hours a fish corpse spawns at the trap. Or the trap wastes all charges and nothing spawns.

So in other words the bait is useless and I should stick with my unbaited bent nail on a string for all my fishing needs.
