Are there cases of people that are incapable of learning to read IRL?

As far as I know, there is a psychological illness which prevents a person almost completely from learning to write/read. Other than @MutaMan, I do not agree on calling those “utterly retarded”.
From a genetic side, there’s Dyslexia, which, as an accidental short forum search shows, was actually discussed along with the illiterate trait a long time ago:

Depends on the level of illiteracy. Based on the way it works in the game, I figured that the trait reflected someone who was functionally illiterate, either due to terrible education or extreme dyslexia, with a reading speed of about one word per minute. Somebody like that could work out the labels on food and books, but actually reading even a magazine would be beyond them.
