oh my. The only times I ever go a whole day without killing things is after killing so many things my body is broken or when I shut up to read/detox/batch

How evac shelters could be rare? There is always at least one lies next to medium sized town.
But if you mean Refugee center, yes those are rare, but still easy to find if you have evac shelter nearby. You just need to press “Contact us” on the shelter terminal and it will reveal position of nearest refugee center on the map.
