Windows 8.1
Hemostatic powder is supposed to stop or slow bleeding, but it also heals the body part immediately when applied. Not fully heal it, just one to two lines per application.

Working As Intended.
It’s the same as bandages, first aid kits, or disinfectant. Videogame healing demands instant gratification, so in addition to curing status effects, healing items also restore some hitpoints on the spot.

Longer-term, we do want to phase out HP and replace them with wounds, at which point that would go away, until then working as intended.
