So, I just rolled myself a cigarette from my rolling paper (32)…  
And apparently that cigarette used the entire thing, rather than a single “charge” from the rolling paper.

Noticed charges but misunderstood their use when mergetesting. Will look into a fix if nobody beats me to it.
