Version 0.C stable.

I have two broken arms.
I am wearing an arm splint (which encumbers both arms–would be nice if I had to splint each arm separately, but that’s a minor thing).
Total encumbrance on both arms is 7.
(No other body part is encumbered.)

Arm encumbrance affects ranged attack accuracy. It does not affect melee attacks.

Which means that I can walk around with two broken arms in splints and be just as effective in melee combat as I am when I’m perfectly healthy.
That doesn’t seem right.

Perhaps arm encumbrance above some threshold should adversely (and severely) affect melee attack speed?
